Can You Advertise on ChatGPT from Turkey? Status and GEO

Yes, ChatGPT takes ads: OpenAI began testing advertising in the US on 9 February 2026 and is widening its reach in stages. But as of 11 September 2026, Turkey is not on the 52-country list where Ads Manager, the self-serve advertising panel, is open. In other words, a business incorporated in Turkey cannot today open its own ad account and run a campaign.

The second answer is more durable, and it will still hold when the list changes: an ad in ChatGPT is a separate slot labelled "sponsored" that sits below the answer. The answer text the user actually reads, where the recommendation is made, is not a place that can be bought. Whether your brand appears there depends not on an ad budget but on organic visibility work, which is to say GEO.

Turkish-language sources carry conflicting claims on this subject. Every fact in this article rests on two OpenAI help pages: "Ads in ChatGPT" and "Ads Manager Availability". The points we could not verify are written up openly, as unknowns, under a heading of their own.

Can a business incorporated in Turkey open an ad account today?

Not through the self-serve route. OpenAI's condition looks not at where the person managing the ads lives but at the legal entity: to use Ads Manager, the legal entity that places and is billed for the ads has to be incorporated in a country shown as "Available" on the availability list.

The countries on the list are: the US, Canada, Mexico and Brazil; all 27 member states of the European Union; Iceland, Liechtenstein, Norway, Switzerland and the United Kingdom; Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar and Tunisia; India, Japan, Korea, Australia and New Zealand. Turkey is not among them.

A business whose country is missing from the list can still create an account at ads.openai.com and be notified when its country opens. OpenAI states plainly that this does not grant early access: signing up is not joining a queue, only a way of hearing the news. The sign-up still has one benefit; you learn about the launch directly from the platform rather than from third-hand commentary.

That is why the honest answer in Turkey to the question "ChatGPT reklam nasıl verilir" (how do I advertise on ChatGPT) comes in two parts. Today there is no self-serve way to set up a campaign. But what the system will look at on the day campaigns can be set up is already known; we have gathered that preparation under a separate heading below.

Where exactly does the ad appear on the ChatGPT screen?

The ad can appear after ChatGPT has finished its answer, below the answer. It is labelled "sponsored" and set visually apart from the answer. The user reads the answer to their question first and meets the ad after that.

What this placement means for a business is this: your ad does not become part of the answer, it stands next to it. When a user asks "who should I hire for this job", the answer text says one thing and the sponsored slot underneath says another. Both are on the same screen but hold different status, and the label lets the user see that difference.

Who sees ads, and who never does?

Not everyone who uses ChatGPT sees ads. According to OpenAI's help page, the audience splits like this:

  • Accounts that can be shown ads: users on the Free and Go plans.
  • Plans that are not shown ads: Plus, Pro, Business, Enterprise and Edu.
  • Age limit: ads are not shown to accounts identified as under 18.
  • Chat type: there are no ads in Temporary Chat.
  • Personalisation: personalised ads are initially not offered in the European Economic Area or Switzerland.

This split has a concrete consequence. Professionals on paid plans, corporate teams and education accounts never see the sponsored slot. If you sell B2B, you need to factor this in: if your decision-maker uses ChatGPT through their company's Business or Enterprise account, the only place inside ChatGPT where you can reach them is the answer itself.

Being able to open an account is not the same as the country where ads are shown

Most of the confusion around this topic comes from treating two separate questions as one.

The first question concerns the advertiser: a legal entity incorporated in which country can open an Ads Manager account and be billed? The answer is the list above, and Turkey is not on it.

The second question concerns the user: people using ChatGPT from which countries see ads? That is independent of the advertiser's country. A country's absence from the advertiser list does not prove that users there see no ads. The reverse holds too: a user seeing an ad does not show that businesses in that user's country are able to advertise.

Whether ads are shown to users in Turkey is not stated explicitly in the primary source we read. Some Turkish-language content says they are; we could not verify it, so we make no claim either way. For your business decision the first question is the one that counts: can you advertise? Today the answer is no.

If I advertise, will ChatGPT recommend me?

According to OpenAI's own statement, no. The company writes that ads do not influence ChatGPT's answers, that they run on systems separate from the chat model, and that advertisers have no ability to shape, rank or alter the answer. This is a company statement, not a fact confirmed by an independent audit. Even so, it is the only official framework you can lean on when building your plan.

The signals that decide which conversation an ad appears in have also been disclosed:

  1. The context and intent of the current conversation
  2. The ad's landing page
  3. The ad's headline and copy
  4. Context hints supplied by the advertiser
  5. The advertiser's targeting choices
  6. Signals from past conversations, if the user has turned personalisation on

When more than one eligible ad exists, relevance and the advertiser's bid are weighed together in the ranking.

The conclusion from this list is clear. Budget can affect the chance of your ad appearing in the sponsored slot; it does not affect whether your name comes up inside the answer. The expectation "we ran ads, so now ChatGPT will recommend us" contradicts the architecture OpenAI itself describes.

The sponsored slot versus being named in the answer

The easiest way to keep the two apart is to put the same questions to each of them separately.

The last row of the table is the core message of this article. On the ad side you have to wait; on the answer side you do not.

Health, finance and politics: conversations where ads never appear

Not every conversation has an ad under it. OpenAI writes that it does not show ads near sensitive or regulated topics such as personal health, mental health and politics. Political advertising is not permitted at all for now.

For advertisers in regulated categories such as health and finance, the door is not fully shut: they can advertise if they meet strict eligibility criteria. But even with the category open, the absence of ads next to conversations about personal health means that some of a clinic's most valuable moments may never open a sponsored slot at all.

For a dental clinic or an aesthetics centre, the practical consequence is this: you have to reckon from the outset that ads may not appear in conversations where patients ask about their own treatment. OpenAI does not list, one by one, which questions count as sensitive topics. So the more reliable way to be visible in those conversations is to feature inside the answer as a source of information. The same logic applies to consulting and financial services.

One more caution: in health and finance, promotion is subject to its own legislation and professional rules, independently of platform policy. Meeting OpenAI's eligibility criteria does not remove those obligations. Which wording may be used is a legal assessment, and this article does not make that assessment.

What you can do today to be ready on the day the list opens

When Turkey will be added to the list is unknown. But looking at the signals OpenAI lists, it is clear what needs to be ready on the day an account can be opened. The three tasks below pay off for your business even if ChatGPT ads never arrive.

Landing page. The ad system reads not only the ad copy but also the page the ad leads to. What gets matched against the conversation context is what that page says. If the scope of the service, who it is for, and where and on what terms it is offered are not written on the page as plain text, there is no content for the system to match. Sharpening these pages from today feeds both the future ad and the organic side.

Measurement. Advertisers do not see conversations, chat history or memory; they receive only aggregated reports such as impressions and clicks. So everything after the click is left entirely to your own measurement setup. Seeing visits from ChatGPT as a separate channel in analytics from today gives you a baseline to compare against once ads open. Account ownership. Having the ad account opened in the business's own name and with a company email address when the list opens means getting right, from the start, a decision that is hard to correct later. What can you do to get into the answer while waiting for ads?

While you wait for the sponsored slot to open, the side that requires no waiting is the answer itself. Here the work runs on information, not budget: the information should stand clear, consistent and verifiable everywhere ChatGPT can read about you.

What we don't know

On this subject, drawing the edge of the unknown matters as much as the firm facts; most of the contradictions in Turkish-language sources sit exactly at these points.

Whether ads are shown to users in Turkey. The two help pages we read do not state this explicitly. There is Turkish-language content saying they are, but we could not verify it. As explained above, this question is separate from whether you can advertise.

When Turkey will join the list. OpenAI has not announced a date. We are not speculating; the company sets the order and pace of its staged expansion itself.

Advertising through a legal entity abroad. Some businesses consider this question in terms of a company they own in another country. That is a legal and tax decision, separate from the advertising decision. We make neither a recommendation nor a referral here.

The sales team route. Advertisers in new European markets are starting, for now, through OpenAI's ads team, agency partners and technology partners; there is also a sales enquiry form for large advertisers. Whether a business incorporated in Turkey can use any of these routes is not stated on the help pages.
